To Thomas Noonan,
This letter is to formally request your retirement from your position as Chair of the Town Planning and Zoning (TPZ) Commission.
We acknowledge and thank you for your years of service to the Town of Fairfield. However, after careful consideration, we believe it is in the best interest of the town and the TPZ Commission to request your retirement at this time.
Our request is based on several concerns, which include:
Treatment of Board Members: There have been repeated instances of disrespectful and dismissive behavior towards fellow volunteer board members, specifically Alexis Harrison and Kathryn Braun. This includes cutting them off, demeaning their inquiries, and public disparagement. Such behavior creates a hostile environment and undermines the integrity of the commission. This has been witnessed in public meetings and is viewable forever on the town’s YouTube page. Surely you know that your conduct is the subject of several threads on social media. Last weekend, your publicly smearing Ms. Braun’s integrity was the last straw. She is a dedicated, extremely hard-working gladiator for this town with a large following. It’s shocking that you as a lawyer would slander another lawyer, and force her to publicly defend herself, especially over a trivial/made-up issue of a potential conflict of interest. You, as an ambassador of Fairfield, gave her a black eye that she didn’t deserve.
Developer Influence: There is glaring evidence that the TPZ process is heavily skewed in favor of developers. This includes practices such as crunched schedules, false deadlines, late presentation of materials, the tolerance of misinformation and outright lies by applicants, and undue pressure on board members. It is felt that the process needs to be reformed to ensure a more balanced approach that prioritizes the interests of the residents of Fairfield and neighborhood engagement.
Alignment with Fairfield's Vision: Your voting record and approach to planning and zoning decisions have raised questions about whether your vision aligns with the overall vision of the Town of Fairfield. There is a desire to move towards a more community-focused and environmentally conscious approach to development. This is especially true with the exiting of our zoning professional, who was the only champion for the vendor’s POCD.
Adherence to Robert's Rules of Order: You are not adhering to Robert's Rules of Order, which raises questions about the validity of decisions made. Additionally, there have been instances where public input has been arbitrarily limited, including the 1/21 meeting when you were led to an undisclosed location at the last second and never posted a record of your activity that night.
POCD and Planning Direction: There are significant concerns about the current POCD draft from the vendor, which is seen as being heavily weighted in favor of developers. There is a strong preference to return to the existing, excellent plans written by Fairfield’s town leaders and to shift away from the current state-sponsored planning direction. This is especially true as it is clear that the state and even previous town employees “shelved” those plans for new ones that favored development. At the request of and with the collaboration of many leaders in Fairfield, we have tried for six months to submit an outline, chapters, etc. of a new plan. We have emailed it repeatedly, dropped it off in person, and attempted to engage the town at meetings. It is not public feedback; they are vitally needed contributions from your peers.
These concerns have been raised repeatedly and have reached a point where a change in leadership is necessary. We believe that your retirement would allow the TPZ Commission to move forward with a renewed focus on transparency, fairness, and community engagement.
This is most important to all of us who love Fairfield. Keep the bad stuff internal and embrace the vision and leadership for Fairfield. Things may go in unforeseen directions in the next year. We need to stay above the dirt and instead nurture the saplings that emerge. Our goal is to return Fairfield to a Top 10 town in America. With everyone’s help, we can do it. Your enthusiasm and love of Fairfield will manifest in some other civic volunteer effort. Thank you in advance for that. In ancient Rome, service to the state was the most-noble calling. Your town appreciates all you’ve done.
.
Sincerely,
On behalf of your friends and neighbors,
Matthew Hallock
